Identify and Prioritize the Challenges of Implementing Participatory Governance in the Ministry of Health and Medical Education

Purpose: Participatory governance provides policymakers with a special tool to address broad issues. Problems that the cost of failure to answer is high and a large number of actors are responsible for solving them and is effective in solving complex problems. On the other hand, we see every day that the executive apparatus and government organizations are looking for a solution to specific problems and issues of the society that participatory cooperation can be considered as one of these solutions. The main purpose of this study is to identify the challenges of implementing participatory governance in the Ministry of Health and Medical Education. Methodology: This research is a mixed research. The statistical population in the qualitative section includes faculty members and experts in the field of public administration, professors familiar with the subject of research and managers with experience in the Ministry of Health and Medical Education, 12 people were selected using the snowball method. The statistical population in a small part also includes managers, deputies and experts of the Ministry of Health and Medical Sciences. The research tool in the qualitative part was a semi-structured interview and in the quantitative part a researcher-made questionnaire was made. Theme analysis was used to analyze the information in the qualitative part and AHP method was used to prioritize the factors. Findings: The results showed that; Infrastructure, bureaucratic factors, environmental barriers, weaknesses in policy-making, public accountability, communication, shared commitment, trust building, barriers to executives and shared destiny as the main challenges in implementing participatory governance in the Ministry of Health and Medical Education Are. Conclusion: A total of 10 main themes and 59 sub-themes were identified.
